Deck Exchange Caching Algorithm

I have made some changes to the behaviour of how long decks are cached on the server. The previous limit I had set of 15 GB turned out to be too high, and it was obvious that no decks were getting cleared.

Now I have changed it so it is directly based on time as well. Decks are cleared from the cache after twelve months if they are not deleted earlier for reasons of space. This will help avoid the accumulation of duplicate decks and also flush out those annyoing decks with corrupted zip files (which were the result of a bug in an earlier version of the program).

Obviously it also means that some previously available decks have disappeared, but having been there for so long I am sure other users will have them and be able to reshare.
