With all of the questions about where to find decks, I thought I should pass on some resources you may not know about.
1) Aeclectic Tarot Forum Thread: Sites that show the whole deck - LIST. This is probably the best starting point. Several pages of links. Image quality varies greatly from site to site, so you'll have to do some exploring.

2) Tarot Korea. They have lots of decks, and most of their scans are of excellent quality. I have started to see page-display errors there lately -- I don't know if that's a problem at the web site, or something on my machine...

3) World Web Playing Card Museum. A gigantic collection, mostly playing cards but also many tarot decks. Browse by country and publisher. Scanning quality is usually excellent.

I tried both sites.
At gambler.ru I got enough Ukiyoe Cards (From broken decks)to (I hope!) form a new deck with some cut & paste work. By the way, what is the policy for uploading collage decks?
At Tarotkorea.co I downloaded the baroque bohemian cat deck, and the only problem was that the emperor card wouln't show up or download. My furry feline companion is not going to like that let me tell you! On the flip side, The Celtic Tarot by Courtney Davis downloaded with no problem.
So, who has a copy of the Emperor for the baroque bohemian cat cat deck that I could have?

For the Baroque Bohemian Cat deck, try www.bohemian-cats.com, the deck creators' website.
And for hundreds, perhaps thousands of decks, go to www.trionfi.com. The site is complex and has lots of non-tarot decks as well.

I had a look at the trionfi site and it is a great resource, thanks Gisela. It seems to be connected to the Russian site that Cowhead mentioned.
So far I have downloaded about fifteen decks which I have converted to the Orphalese format and will add to the exchange soon (this didn't take long because I wrote a little batch routine to do all the renaming for me). There is only one problem - most of the scans are bigger than the optimum size for the program. It would be great to have a graphics program do all the resizing for me, on a batch basis. I have PSP7 and it doesn't do this. Does anyone know if the later versions will, or if there is a similar program that can?

Nice recommendation, also my graphic Swiss Tool of choice. Last night I used it for setting same size with several decks downloaded from that funky Russian site. If anyone needs help with this, please feel free to ask. Best.
