Yesterday I have uploaded a few decks. Now I would like to know if I have to keep my Orphalese program running so that people can download them.

Hey, sorry I missed this message until now. No, you don't have to keep the program running. If you installed the Deck Service that is what shares the decks you have chosen to make available. It boots up automatically when you start windows and runs invisibly in the background, there is no need to stop or start anything manually.
