Weird!. I don't have a dedicated host but I can still install programs. All you need is 1 MySQL database, FTP access and access to chmod (permissions). phpBB can be obtained for free from phpBB.com. Why don't you double check with your host ? If you still can't install it, I will be glad to host you...

I would suggest not reinventing the wheel. There is good free software available for Forums, I recommend phpBB but there are others that are good too.
