It is running in my task mgr even when I don't have orphalese up and running....why?? Is it supposed to run all the time?

I tried to re-install dotnetfx version 1.o, which is what i had originally...didn't work....the installation process seems to get hung up at the end...says 0 sec left and yet doesn't finish. Anyone here a dotnetfx expert????
